FICE - International Organisation engaged in child and youth care

FICE is a great international forum, founded 1948 under the auspices of UNESCO. It is a non-governmental organisation maintaining consultative status with UNESCO, the Council of Europe and UNICEF and ECOSOC.
FICE Europe was founded by member countries of the Council of Europe in 1997, October 9th in Erfurt (Germany) according to the French law from 1901, July 1st and the decree of 1901, August 16th and having the agreement and support of the Federal Council of FICE International. It’s full name is:

FICE Europe is supported by the Council of Europe.
Aims of FICE Europe
Defending, representing and promoting the Rights of the Child, as stated in the UN’s Convention and in the official documents of the Council of Europe, especially the rights of children in need of special protection.
Developing, assuring and improving the quality of activities in the field of childcare, regarding especially the interest of children who do not live within their family and are therefore in need of special support.
Observing strict political and religious neutrality and rejecting all forms of discrimination on the basis of race as well as any xenophobia.
Joining cultures together and exchanging experience FICE Europe
To improve all forms of activities in the field of childcare through:
- Organising of European events for professional staff, study trips and pilot schemes
- Encouraging European exchanges of experts and of children and youths
- Researching specific problems on the field of childcare and publishing the results of these studies
- designing new programmes and methods in the field of childcare as well as programmes for families in need of support
- influencing public opinion and political decision-makers on local, regional, national and international level, in order to point out the importance of childcare and of family-support as well as to mention the respective problems
- professional advice and support for the member organisations as well as for
- state-run institutions, which are responsible for carrying out childcare.
Specialized knowledge from all over Europe FICE Europe
FICE Europe consists of member organisations (sections), which are represented in almost all European countries. Generally they include establishments such as residential homes and other institutions or services operating in the field of childcare, schools, workshops for disabled people, education and training centres for young people in need of support, training centres for professional staff. The member organisations are also admitting individual members that come from the social field or research establishments.

- Members are: the members and associate members of FICE International from countries belonging to the Council of Europe or maintaining there an observer status and wish to be admitted into FICE Europe and hence are ready to pay an annual fee.

The central structures are:
- The General Assembly is the highest body of FICE Europe. It consists of representatives of all members. It meets every two years and sets the fundamental policies of FICE Europe.
- FICE Europe is led by a Federal Council, consisting of three to seven members. It meets at least twice a year, if necessary even more often.
